黄晓庆，前中国移动研究院院长，现任达闼科技创始人兼CEO，华中科技大学电子信息与通信学院院长，中国电子学会理事，云计算专委会副主任。
黄晓庆曾任职美国贝尔实验室和UT斯达康公司高级副总裁兼首席技术官。他曾开创性地提出了“网络即交换”的软交换理论，发起成立了国际软交换组织；他开发了世界第一套软交换系统和世界第一套运营商级流媒体交换及IPTV系统；2007年初，黄晓庆回国并加盟中国移动通信研究院担任院长。在此期间，他领导中国移动通信研究院进行技术创新和研发，前瞻性地提出下一代移动互联网的网络、应用和终端三大基础设施建设的战略构想，推动TD-LTE成为B3G国际主流标准；2015年，黄晓庆从中国移动通信研究院离职，创办达闼科技，任创始人兼CEO。他提出并成功实现了“云端智能机器人”的架构,也开创了云端机器人运营这一新经济模式。2016年，黄晓庆获得国际电气电子工程师协会(IEEE) CQR主席大奖，成为该奖项设立以来第一位获奖的中国企业CEO。
Bill Huang

Bill Huang, as one of the first batch awardees of “Talent 1000” Expert Plan in China, was the former General Manager of China Mobile Research Institution and is now the Founder and CEO of CloudMinds Inc., Dean of School of Electronics, Information and Communications at Huazhong University of Science & Technology and Deputy Director of the Committee of Experts of Cloud Computing at China Electronics Association (CEA).
When working with AT&T Bell Labs early in his career and as the SVP and CTO of UTStarcom, Bill creatively proposed the soft switch concept of “Network is Switch”, co-established the International Soft switch Consortium (ISC), developed the first mobile soft switch system and the first carrier-class streaming media exchange and IPTV system in the world. In 2007, Bill joined China Mobile as the GM of China Mobile Research Institution and led technical innovation, research and development by prospectively proposing the strategic concept of constructing three major infrastructures (i.e. network, applications and terminals) of the next-generation mobile internet for carriers. He promoted the TD-LTE to be an internationally mainstream 4G standard. Bill established Cloudminds Inc. In 2015 and devoted himself into the development of Cloud Intelligent Robotics. In May 2016, Bill received IEEE CQR Chairman’s Award as the first awarded CEO from Chinese enterprises.
